If law requires the President of the United States to be of clarity of mind then that law, like many, is being ignored.
There all sorts of ways to substantiate clarity of mind.
Over the weekend, after again listening to an example of gobbledygook from President Biden, a random list of simple tasks/questions came to mind for assessing (his) clarity of mind - and memory, logic, problem-solving skills, and awareness of current events.
1. On an unlabeled map of Earth, identify: Afghanistan, China, Israel, North Korea, Norway, Russia, and the United States.
2. Starting with President Lyndon B. Johnson, in order name the Presidents of the United States.
3. Spell the word "President" backwards.
4. Summarize three Amendments in the Bill of Rights.
5. If given 15 nickels and 5 pennies how many dimes do you need for $1.50?
6. What is 3% of 1,000?
7. Why does the flag of the United States have 13 stripes?
8. If a gallon of gasoline costs $5.00 how much is a quart?
9. Name the members of the Joint Chiefs of Staff.
10. What is the purpose of the Department of Defense?

The President, any President, ought to be able to ace it; easily. It'd not be surprising if President Biden unable to complete any.
Mind you, that's definitely a bit of a problem - clearly.
